IF this was released by the State of Hawaii, WHERE IS THE SEAL? The State of Hawaii has stated they DO NOT release documents electronicaly, nor would it leave Vital Records without the embossed SEAL.
And as the certification number has been covered, THAT is an alteration of the document.. and as reads on the bottom of the COLB...
